What it does

FedEx and UPS charge more to deliver to some ZIP codes than to others: a delivery area surcharge, an extended tier, a remote tier, and separate Alaska and Hawaii categories. None of it appears on the price you quoted the customer. It appears on your invoice, weeks later, as a line nobody can tie back to a particular order.

This adds that surcharge to the shipping rate at checkout, from the ZIP code the customer has already typed, so the customer sees one delivery price with the extra already in it. There is no carrier account to open, no API connection and no credentials to keep alive. Your shipping stays exactly as you have it, and the surcharge goes on top of it.

You set the amount, because your amount is not the published one. Shops negotiate their own rates, and a plugin that filled in the carrier's tariff would be wrong for nearly everybody who has ever haggled. What the plugin supplies is which ZIP code belongs to which area. A shop paying $4.35 on a delivery area ZIP code charges $4.35.

The plugin knows Alaska, Hawaii and the US territories (Puerto Rico, the US Virgin Islands, Guam, American Samoa and the Northern Mariana Islands), which are decided by the ZIP code itself. Tick the ones you deliver to, or type your own ZIP codes, ranges and prefixes such as 99501, 99501-99950 or 995*, with exclusions that win over inclusions. The built-in areas are states and territories and not a carrier's lists: a carrier may surcharge only part of Alaska or Hawaii, and the settings say so. A ZIP code tester on the settings screen uses the same matching as checkout. A ZIP+4 or a ZIP code typed with a space makes no difference, because carriers surcharge by the first five digits. A ZIP code with fewer than five digits matches nothing and is never padded. The built-in areas hold no FedEx or UPS list: those come with Pro.

The surcharge is added to the shipping rate itself and not as a separate fee, so it does not move the merchandise subtotal. It works on the classic cart and checkout and on the Cart and Checkout blocks. Choose whether it applies to every shipping method except Local Pickup or only to the ones you tick. Free Shipping carries it unless you switch that off, and Local Pickup is left alone until you opt in. Enter the amount before tax, as WooCommerce does for every shipping cost, and choose whether the adjusted rate follows its shipping method's tax, is always taxed or is never taxed, and WooCommerce works the tax out from your tax rates. A message in your own words explains the extra charge on the cart and at checkout, and a shortcode prints it anywhere. The order records which rule matched and what was added, and shows it on the order screen.

It matches US addresses only: the states, and Puerto Rico, the US Virgin Islands, Guam, American Samoa and the Northern Mariana Islands, which WooCommerce lists as countries of their own. A five-digit postal code in any other country, such as Germany, is never surcharged. Matching happens on your own site, with no ZIP code lookup service.

Pro goes further, with the FedEx and UPS delivery area ZIP code lists, each read from the carrier's own published workbook: FedEx's contiguous U.S., Extended and Remote tiers, Alaska, Hawaii and Intra-Hawaii (effective July 20, 2026), and UPS's US 48, DAS Extended and Remote US 48 lists, Remote Alaska and Remote Hawaii (effective December 21, 2025). Each list shows its version, the date it was retrieved, the date the carrier gives it, the file it was read from and how many ZIP codes it holds. A list is ZIP codes only and carries no prices: you type the amount your agreement says.

Carriers revise these lists a few times a year, and the plugin does not fetch them. A newer list arrives in a plugin update, and a rule keeps charging on the list it was given until you have reviewed the ZIP codes the update adds and removes and applied it. FedEx has published a list that takes effect on January 4, 2027, and it is not in the first release. USPS and DHL lists are not included.

Pro also adds unlimited extra rules, a charge per item, per unit of weight or by weight bands, a different amount for each shipping method, rules limited to a shipping class, a way to make a shipping method unavailable for a ZIP code, CSV import and export of rules, an advanced simulator, and a setting for how matching rules combine: the highest, the first, or added together. When a rule leaves a package with no delivery method, the cart and checkout say the order cannot be delivered to that ZIP code and the order is refused, in the classic checkout, in the block flows and for PayPal Payments' express buttons. If a Pro licence lapses, the rules already saved keep charging and keep blocking. They stay on screen to read but cannot be changed until renewal.

Extra rules: the setting for how matching rules are combined, the three rules saved so far, and the form for a new rule, with a box for an amount beside each shipping method, weight bands and a shipping class.
Carrier ZIP code presets: the eleven FedEx and UPS lists, each with its version, the date it was retrieved, the date the carrier gives it, the file it was read from and how many ZIP codes it holds. A preset supplies the ZIP codes and you type the amount.
CSV ZIP codes: export the extra rules to a CSV file, or import a file to replace them, with a note of what the file holds and that a carrier list travels by name.
The advanced simulator: a ZIP code, a base rate and a weight give the carrier list and rule that matched and the surcharge and final rate, using the same rules as checkout.
When a rule leaves a package with no delivery method, the cart says the order cannot be delivered to the ZIP code and asks the customer to get in touch.
On the order screen, the Delivery area surcharge box also names the carrier list and version the matching rule was copied from.

Frequently asked questions

Do I need a FedEx or UPS account?

No. There is no API connection to set up, nothing to authenticate and no credentials to renew. The plugin reads the ZIP code the customer has already typed and adds the surcharge you told it to add.

Why not just use live carrier rates?

Live rates need an account and an API connection, and they quote the carrier's published price rather than the one you negotiated. This works the other way round: your own shipping stays as it is, and the amount added is the amount on your own invoice.

Who decides the surcharge amount?

You do. The plugin supplies which ZIP code falls in which area, and you supply what that area costs you. Filling in the published tariff would be wrong for almost every shop that has ever negotiated a rate.

Which addresses does it work for?

US addresses, and Puerto Rico, the US Virgin Islands, Guam, American Samoa and the Northern Mariana Islands, which WooCommerce lists as countries of their own. A five-digit postal code in any other country, such as Germany, is never surcharged.

Does it matter how the customer types the ZIP code?

No. 99501, 99501-1234, 995011234 and 99501 1234 are the same ZIP code, because carriers surcharge by the first five digits. A ZIP code with fewer than five digits matches nothing: the plugin does not guess which digit is missing.

Does the customer see a separate fee?

No. The surcharge is added to the shipping rate they are choosing, so they see one delivery price, with a line under it saying how much of it is the delivery area surcharge. It is not added as a fee on the cart, and it does not change the merchandise subtotal.

What does it know without the carrier lists?

Alaska, Hawaii and the US territories, which are decided by the ZIP code itself, and any ZIP codes, ranges or prefixes you type or paste. They are states and territories and not a carrier's lists, and a carrier may surcharge only part of Alaska or Hawaii, so check your agreement. If your account manager sends you a list, you can use it as a group of your own. Pro is for not having to type it.

Is the amount before or after sales tax?

Enter it before tax, as WooCommerce does for every shipping cost. You choose whether the adjusted rate follows its shipping method's tax, is always taxed, or is never taxed. WooCommerce works out the tax from your tax rates, and the plugin does not store one.

What about Free Shipping and Local Pickup?

Free Shipping carries the surcharge by default, so a rate of nothing becomes the amount you set, and you can switch that off. Local Pickup is left alone until you opt in.

Does it work with the block cart and checkout?

Yes. The surcharge is added to the shipping rate on the classic cart and checkout and on the Cart and Checkout blocks. The block Mini Cart shows no shipping, so the message is not drawn there. The classic mini-cart widget carries it.

Does the surcharge count towards a minimum order or a spend threshold?

No. It is added to the shipping rate and not to the merchandise, so the cart subtotal that other plugins read is unchanged.

Does it work with High-Performance Order Storage?

Yes. The surcharge that was charged is stored on the order, and High-Performance Order Storage is supported.

What is the licence key for?

Pro needs a licence key for updates and to keep its settings editable.

Which carrier lists does Pro include, and how current are they?

FedEx's Delivery Area Surcharge ZIP code workbook, effective July 20, 2026, and UPS's Delivery and Remote Area Surcharge Listing, effective December 21, 2025, each read from the carrier's own published document. Can I refuse to ship somewhere altogether?

In Pro. A rule can make a shipping method unavailable for a ZIP code or a carrier list. When that leaves a package with no method, the cart and checkout say the order cannot be delivered there and the order is refused, in the classic checkout, in the block flows and for PayPal Payments' express buttons.

Can some products avoid the surcharge?

In Pro you can limit a rule to a shipping class. There is no product or category exemption.

Can I move my rules in a CSV?

Yes, in Pro. A rule on a carrier list is written as the list's name plus any ZIP codes you added, because the list itself is thousands of ZIP codes, more than a spreadsheet cell holds. Weight bands and different charges by method are not in the file. A ZIP code a spreadsheet has shortened to four digits is refused with a message, not padded.

Does it replace my shipping zones?

No. It works with the shipping methods you already offer, adding the surcharge that applies to wherever the order is going.

Does it change orders I have already taken?

No. An order keeps the shipping it was placed with.

Are you connected with FedEx or UPS?

No. Their names are used to say whose published ZIP code lists Pro contains, and nothing here is endorsed by or affiliated with either company.

What happens if my Pro licence lapses?

The rules you saved keep charging and keep blocking, so a lapse does not quietly undercharge you or bring back a delivery you cannot make. The rules stay on screen to read but cannot be changed, and a newer carrier list cannot be applied, until you renew. Nothing is deleted.
